<\/span><\/p>\n

RTI International is seeking applicants for a Home Office Technical Manager (HOTM) to serve as part of RTI\u2019s Center for International Health (CIH) group, within the International Development Group. CIH implements projects and programs in the following technical areas: Health Systems and Finance; Health Policy and Research; Health Governance and Public Private Partnerships; Malaria and Vector Control; Neglected Tropical Diseases; and HIV\/AIDS. <\/span><\/p>\n

<\/span><\/p>\n

The Home Office Technical Manager will work on CIH\u2019s $150 million USAID Indoor Residual Spraying Project, which focuses on the prevention and control of malaria throughout Africa.\u00a0\u00a0 The HOTM serves as a technical resource in the overall program and activity design, including environmental assessments, compliance reporting, preparation of spray teams, IEC campaigns, and logistical oversight of the all spray operations to assure compliance to program policies and standards. <\/span><\/p>\n

<\/span><\/p>\n

Responsibilities<\/span><\/strong><\/p>\n

\u2022\u00a0 Working in collaboration with each country Chief of Party (COP), serves as the home office coordinator to 3-4 IRS country programs.\u00a0 Is responsible for supporting all aspects of each country program to include technical, operational, financial and administrative aspects of each country. \u00a0\u00a0Represents the country program in technical meetings with the client and at other technical forum and meetings; <\/span><\/p>\n

\u2022\u00a0 Provides technical assistance for current and anticipated RTI projects supporting malaria control as well as other Center for International Health projects as needed; <\/span><\/p>\n

\u2022\u00a0 Monitors and reports on progress of each country program on a weekly basis, and keeps track of all actions required in the IRS countdown calendar; <\/span><\/p>\n

\u2022\u00a0 As appropriate, participates and leads in the training of spray team supervisors and operators as part of program preparation for IRS; <\/span><\/p>\n

\u2022\u00a0 Assists the COP in monitoring implementation of the country program to include tracking progress of program targets and deliverables, identifying issues that need to be addressed and ensuring that technical and financial reporting requirements are met; keeps RTI IRS project senior management up to date on all project issues and activities; <\/span><\/p>\n

\u2022\u00a0 Supports the COPs in the development and review of IRS country work plans and program budgets; assures that all resources and assistance is provided to each country COP to include scheduling of appropriate support from the regional office and home office, as needed; <\/span><\/p>\n

\u2022\u00a0 Plays a key role in the development of quarterly country reports, and end of spray reports as required under the IRS contract; <\/span><\/p>\n

\u2022\u00a0 Monitors program performance against program requirements, scope of work, and budget; <\/span><\/p>\n

\u2022\u00a0 Monitors client satisfaction (USAID and National Malaria Program) and assists the COP in responding to client concerns or needs; <\/span><\/p>\n

\u2022\u00a0 Reviews budget development and program work plans and identify areas of concern. Assists in monitoring budget consumption and making projections to ensure project is completed within budget; <\/span><\/p>\n

\u2022\u00a0 Prepares scopes of work and budgets for consultants and subcontractors, as needed and provides follow up for their approval; <\/span><\/p>\n

\u2022\u00a0 Prepares routine technical reports, newsletters, websites, press releases and other publications; <\/span><\/p>\n

<\/span><\/p>\n

Requirements<\/span><\/strong><\/p>\n

\u2022\u00a0 Minimum of a Bachelors degree in public health, biology, entomology, environmental sciences or related field plus 6 years of experience in international health or public health OR Masters Degree and 3 years of experience in international or public health; <\/span><\/p>\n

\u2022\u00a0 Prior experience serving in a long-term resident position or in a home office backstopping or project management role. Must have demonstrated experience in financial management, human resources, logistics \/operations and other administrative tasks; <\/span><\/p>\n

\u2022\u00a0 Demonstrated experience working on USAID-funded projects and an in-depth knowledge of USAID rules and regulations is required; <\/span><\/p>\n

\u2022\u00a0 Demonstrated experience writing technical reports or proposals; <\/span><\/p>\n

\u2022\u00a0 Flexibility and ability to handle multiple tasks and work collaboratively with others; <\/span><\/p>\n

\u2022\u00a0 Ability to interact effectively with all levels of internal and external clients; <\/span><\/p>\n

\u2022\u00a0 Experience in Africa is preferred; <\/span><\/p>\n

\u2022\u00a0 Foreign language fluency in French, Portuguese, or Kiswahili preferred; <\/span><\/p>\n

\u2022\u00a0 Strong oral and written communications skills; <\/span><\/p>\n

\u2022\u00a0 Strong computer skills: Microsoft Office Applications; <\/span><\/p>\n

\u2022\u00a0 Willingness to travel frequently <\/span><\/p>\n
