CHIEF OF PARTY, WATER AND SANITATION<\/p>\n
Africa<\/p>\n
ARD, Inc. requests expressions of interest from highly qualified
\nChief of Party (COP) candidates for a USAID-funded project in Africa.
\nThe project involves supporting reforms of water and sanitation
\nutilities and regulatory authorities to improve and expand water and
\nsanitation service delivery.<\/p>\n
Tasks Include:<\/p>\n
— Coordinating and managing a range of technical assistance projects
\ndirected to water and sanitation utilities and regulatory bodies.<\/p>\n
— Liaising with senior government officials in beneficiary
\ncountries, international and bilateral donors, and USAID.<\/p>\n
— Leading the development of annual work plans and budgets to
\nsupport a variety of development actions which could include
\ntraining, pilot projects, short term technical assistance and
\ncoordination of these activities at both the national and local
\nlevels.<\/p>\n
— Reporting on the progress of the project to ARD and USAID.<\/p>\n
— Managing both long-term and short-term technical staff, and
\noverseeing the administration of the project, including financial
\nmanagement, property inventory, and development of pay scales for
\nstaff.<\/p>\n
— Assisting in the negotiation and development of policy
\ninterventions to improve water and sanitation service delivery.<\/p>\n
Experience and Skills:<\/p>\n
Qualified COP candidates should demonstrate relevant technical
\nexperience, specifically in reforms in the water and sanitation
\nsector. Candidates with experience in restructuring and reforming
\nwater and sanitation utilities or sectors; implementing utility
\nregulatory reform; and\/or structuring utility projects for private
\nsector participation, especially in African countries, are preferred.
\nPosition also requires experience working with national and local
\ngovernments, multilateral and bilateral donors, and civil society
\norganizations in developing coordinated reform approaches and
\nstrategies in the water and sanitation sector.<\/p>\n
In addition the above, candidates should have:<\/p>\n
— Demonstrated experience in serving as COP and\/or similar project
\nmanagement positions.<\/p>\n
— Advanced degree in a discipline directly relevant to reforms in
\nthe water and sanitation sector, such as engineering, finance,
\nbusiness administration, or economics.<\/p>\n
— Experience in organizing and implementing short-term and long-term
\ntechnical assistance.<\/p>\n
— Experience in building partnerships and alliances.<\/p>\n
— Excellent English communication skills are required. Knowledge of
\nFrench is desirable.<\/p>\n
