The Division of Finance and Planning has central responsibility and authority   for policy analysis, program development, performance tracking and   improvement, financial management, resource maximization, and technical   assistance. F&amp;P helps to ensure that programs and administrative   operations have the information, analysis, funding and technical capacity to   deliver critical services effectively and meet DOHMH&#8217;s objectives. Reporting to a unit supervisor, the analyst will collect, organize   and analyze data in order to evaluate existing DOHMH programs and   administrative practices and to assist in the development of new programs and   practices. The analyst will also be responsible to work with Department   program managers to coordinate a set of regular processes, including a   quarterly review of performance measures.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong> <\/strong><\/p>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td width=\"768\" valign=\"top\"><strong><span style=\"text-decoration:underline;\">PREFERRED SKILLS<\/span><\/strong><strong>: <\/strong> The   Program Analyst will be required to conduct specialized fiscal, legislative,   and\/or program analyses and be able to summarize analytical results in memos,   data tables, and reports for use by senior Department decision-makers. As a   result, the selected candidates should have: strong oral, writing, and   analytical skills; ability to make effective verbal and written presentation   of analytical results; ability to work with Microsoft Word and Excel; and a   demonstrated ability to work collaboratively with peers and\/or senior staff.   Preferred candidates will demonstrate some subset of the following   competencies: expertise in program development and implementation, budget   analysis, legislative review, program evaluation, and\/or health economics;   understanding\/interest of Disease Control issues; prior experience using   statistical analysis software packages (such as: SAS, SPSS or STATA); proven   abilities in the area of process redesign\/improvement; prior experience   implementing or using performance management systems for organizations.<\/td>\n<\/tr>\n<tr>\n<td width=\"768\" valign=\"top\">\n<p align=\"center\"><strong><span style=\"text-decoration:underline;\">QUALIFICATION REQUIREMENTS<\/span><\/strong><strong>:<\/strong><\/p>\n<p><strong>1. <\/strong>A <span style=\"text-decoration:underline;\">Doctorate   degree<\/span> from an accredited college or university <span style=\"text-decoration:underline;\">with specialization in<\/span> an appropriate field of <span style=\"text-decoration:underline;\">physical, biological, environmental or social   science <strong>and<\/strong> one year of full-time experience in a responsible   supervisory, administrative <strong>or<\/strong> research capacity<\/span> in the   appropriate field of specialization; <strong>or<\/strong><\/p>\n<p><strong>2. <\/strong>A <span style=\"text-decoration:underline;\">Master&#8217;s   degree<\/span> from an accredited college or university <span style=\"text-decoration:underline;\">with specialization in<\/span> an appropriate field of <span style=\"text-decoration:underline;\">physical, biological or environmental or social   science and three years of responsible full-time experience<\/span> in the   appropriate field of specialization, <strong><span style=\"text-decoration:underline;\">including<\/span><\/strong><span style=\"text-decoration:underline;\"> one year of   full-time experience in a responsible supervisory, administrative or research   capacity in the appropriate field of specialization<\/span>; <strong>or<\/strong><\/p>\n<p><strong>3. <\/strong>Education   and\/or experience, which is equivalent to &#8220;1&#8221; or &#8220;2&#8221; above.
