Position: Graduate Student Intern (SRH and HIV and AIDS)<\/p>\n
Reports to: Programme Manager, Manica HIV and AIDS Programme based

Location: Machaze and Mossurize Districts, Manica Province,
\nMozambique (Approximately 20% of time will be spent in the Chimoio
\noffice)<\/p>\n
Duration: 3 months: September 15-December 15, 2008

Compensation: $200 per month stipend + roundtrip airfare,
\naccommodation and travel costs. The intern will be responsible for his

PROJECT BACKGROUND
\nOxfam is a humanitarian, development and campaigning agency, whose
\npurpose is to work with others to overcome poverty and suffering. In
\nSouthern Africa Oxfam is piloting programmes to integrate responses to
\nSRH and HIV and AIDS into development work. Oxfam GB, with support from
\nThe William and Flora Hewlett Foundation, has launched a two-year
\nproject aimed at improving access to and quality of sexual and
\nreproductive health (SRH) and HIV and AIDS services and reducing the
\nvulnerabilities associated with SRH and HIV and AIDS in two districts of
\nManica Province, Mozambique.<\/p>\n
The project aims to:
\n* Build the capacity of HIV and AIDS service providers and health
\nservice providers;
\n* Strengthen gender and age sensitive referral mechanisms at all
\nlevels;
\n* Provide increased access to health information and prevention
\nservices, particularly for vulnerable and marginalized populations;
\n* Strengthen systems to be able to address underlying issues that
\ncreate barriers to SRH and HIV and AIDS prevention, support, care and
\ntreatment; and
\n* Work to involve and empower local communities to have more
\nchoices and options and to demand their rights, particularly with
\nregards to access to essential health services.<\/p>\n
INTERNSHIP SCOPE
\nThe Intern will support two Project Coordinators (PCs) who are charged
\nwith the coordination of activities under the integrated SRH and HIV
\nproject according to agreed work plans. The PCs are employed by the
\ndistrict-level Ministry of Health (DDS) and work directly with the lead
\nProject Manager of Oxfam’s SRH and HIV project in areas of planning,
\ninformation gathering, documentation, organizing, coordination,
\nmonitoring, implementation and evaluation. The intern will mentor and
\ntrain PCs in their respective districts to develop their skills and
\nconfidence to effectively carrying out their roles.<\/p>\n
Specifically, the intern will:
\n* Assess capacity needs of the two SRH PCs and develop and
\nimplement a capacity building plan with key milestones and deadlines
\n* Support PCs and peer workers in conducting focus group
\ndiscussions with different population groups (women, men, young people,
\nleaders, etc) including both moderating and note-taking techniques
\n* Support SRH PCs in the write up of focus group discussion
\nreports and other qualitative data that aim to pull out deeper rooted
\nissues associated with sexual and reproductive health rights and HIV and
\nAIDS
\n* Support the PCs in analysis of doctor\/nurse and facility survey
\nquestionnaires and presentation of results to the District Steering
\nCommittees (DSCs)
\n* Support the PCs in leading the district steering committees to
\ndevelop referral pathways for SRH and HIV and AIDS services
\n* Support in identifying system gaps in SRH and HIV and AIDS
\nservices
\n* Work with PCs in improving communication and information sharing
\n– presenting key points of concern and issues to address in DSC meetings
\nthat are clear, well-articulated and easy to understand
\n* Support PCs in report writing and documentation of project
\nactivities
\n* Share ideas and recommendations with the Information, Education
\nand Communication Committee (IEC) (part of the DSC) for development and
\npre-testing of appropriate IEC materials
\n* Provide recommendations for 16 Days of Activism and World AIDS
\nDay activities
\n* Regularly share ideas and experiences that will contribute to
\nthe project’s Change Strategy
\n* Other support as requested<\/p>\n
EXPECTED OUTPUTS
\nThe intern will provide training and hands-on support in carrying out
\nkey functions of the PC position. It is envisaged that by the end of the
\nthree-month internship, PCs will have:
\n* Regularly and systematically monitored work plans and
\ndocumentation of all project activities
\n* Conducted regular focus group discussions, written and submitted
\nreports
\n* Conducted the doctor\/nurse and facility surveys, including
\ncollection and recording of data and analysis and presentation of
\nresults
\n* Written detailed reports on Ministry of Health health worker
\ntrainings, including evaluation and follow-up plans
\n* Facilitated regular meetings with DSC members, including
\ndevelopment of agendas, facilitation of meetings and writing up reports
\nof meeting including agreed action points
\n* Developed referral mechanisms for SRH and HIV services in both
\ndistricts
\n* Acted as an effective stakeholder liaison between the
\ncommunities, Oxfam GB, Ministry of Health (DDS), Provincial-level
\nMinistry of Health (DPS) and the District Steering Committees for the
\nproject
\n* Fed into the development of a framework for documenting this
\nproject model and the process of integrating SRH services into HIV and
\nAIDS programming<\/p>\n

INTERN SKILLS AND COMPETENCIES<\/p>\n
Essential
\nDynamic graduate student in public health, nursing, gender and
\ndevelopment studies, social or public policy or related field with a
\nfocus on SRH and\/or HIV and AIDS<\/p>\n
* Experience & Knowledge
\n– Understanding of the deeper-rooted issues associated with SRH
\nand HIV and AIDS Understanding and interest in exploring issues related
\nto SRH\/rights and HIV and AIDS
\n– Previous work with vulnerable, marginalized and excluded
\npopulations and persons living with HIV
\n– Experience and sensitivity in working with people of diverse
\neducational, economic, age group and religious backgrounds. Cultural
\nsensitivity and ability to talk about sensitive and “taboo” subjects
\nrelated to sexual behaviors, violence against women, unequal power
\nrelations, stigma and discrimination, HIV and AIDS and others
\n– Strong diplomacy, particularly when dealing with government
\nofficials and community leaders
\n– Experience living and working in developing countries<\/p>\n
* Technical Skills
\n– Using both qualitative and quantitative data collection and
\nanalysis tools
\n– Strong organizational skills, communication skills, both oral
\nand written.
\n– Strong skills and ability to train others in Microsoft Word and
\nExcel
\n– Flexibility and ability to work with limited resources<\/p>\n
* Language
\n– Fluency in Portuguese<\/p>\n
* Travel
\n– Willingness to travel within the province on a regular basis
\n(mainly between Mossurize, Machaze and Chimoio)<\/p>\n
Highly Desirable
\n* Mentoring, training and\/or capacity building experience
\n* Local language knowledge: of the local languages spoken in
\nMossurize and Machaze Some understanding of the country of Mozambique’s
\ndecentralization process, particularly the Ministry of Health
\n* Experience with participatory approaches to SRH and HIV and
\nAIDS, e.g. Stepping Stones and\/or STAR
\n* Experience living in rural and resource-poor environments with
\nno running water and limited electricity<\/p>\n
INTERNSHIP MANAGEMENT AND SUPPORT<\/p>\n
The intern will report to the Programme Manager of the Manica HIV and
\nAIDS Programme based in Chimoio, Mozambique, with technical support and
\nguidance from the Global Center of Learning for HIV and AIDS’ SRH and
\nHIV Advisor based in Pretoria, South Africa.
\nS\/he will work directly with the two project coordinators (1 in each
\ndistrict) as well as the project officers (1 in each district) and the
\nlead project manager based in Mossurize.
\nTravel between districts and administrative support will come from the
\nlogistics\/administrative\/finance team.<\/p>\n
Communications: Internet communication is only available in Chimoio, but
\ncell-phone coverage reaches both districts.<\/p>\n
Security: For the duration of the assignment, the intern will be
\nexpected to comply with Oxfam GB’s security guidelines. The logistics
\nteam upon the intern’s arrival into the country will provide a copy of
