JOB DESCRIPTION: Senior Health Coordinator<\/strong><\/strong><\/p>\n

DEPARTMENT:\u00a0 Southern Sudan<\/strong><\/p>\n

RESPONSIBLE TO:\u00a0 Country Director<\/strong><\/p>\n

SUPERVISORY CAPACITY:\u00a0 Health Staff: Expatriate and National<\/strong><\/p>\n

PRIMARY OBJECTIVE OF POSITION<\/span><\/strong><\/h5>\n

<\/span><\/p>\n

The Senior Health Coordinator is responsible for the design, implementation and overall\u00a0\u00a0 management and integration of the ARC South Sudan Health Program, working under the supervision of the Country Director and in collaboration with the Area Coordinators, grants\/reporting officer, Logistics Manager and Finance Controller.\u00a0 The SHC will directly supervise the HIV\/GBV program team, the PHC Coordinator and the Malakal Reproductive Health Coordinator. The Senior Health Coordinator is based in Juba, with extensive travel to field locations. The Senior Health Coordinator will also directly liaise with the ARC HQ based health team.<\/p>\n

MAJOR AREAS OF ACCOUNTABILITY<\/span><\/strong><\/h5>\n
    \n
  • Plan and coordinate the implementation of all ARC South Sudan Health interventions.<\/li>\n
  • Along with health program staff, Conduct needs assessments, develop program direction and initiate project proposal submissions and coordinate the development of new proposals and initiatives for the ARC health programs.<\/li>\n
  • Provide technical supervision of all ARC health projects and promote the quality of the ARC health programs.<\/li>\n
  • Design and implement a Monitoring and Evaluation plan for all Health programs, in line with global ARC standards. This system should ensure that activity, impact and output data is captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality and impact levels.<\/li>\n
  • Create linkages between the different components of the ARC South Sudan health program with a view to integrating the components into the overall health strategy in order to put ARC in the position to cope with changing realities.<\/li>\n
  • Develop and implement a staff capacity building strategy that prioritizes and enables managers through training and delegation.<\/li>\n
  • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.<\/li>\n
  • Ensure that health programs utilize standardized protocols, policies and guidelines, as prescribed by the South Sudan Ministry of Health, ARC and WHO.<\/li>\n
  • Ensure that all health activities are consistent with established best practices and ARC Program Framework.<\/li>\n
  • Ensure solid management of pharmacy and all health supplies at ARC supported health facilities is in place. Ensure proper and timely procurement of drugs, supplies and other health program materials. Working with logistics, ensures ARC asset management policies and procedures are being adhered at all ARC supported health facilities.<\/li>\n
  • Monitor the disease surveillance in the areas of responsibility, providing technical guidance and support to health staff to make improvements to programs and services.<\/li>\n
  • Represent ARC to UN, international and national NGOs, and Ministry of Health, and all other health sector forums to ensure that ARC actively participates in all health sector initiatives. Represents ARC to local communities, government departments, international agencies, local partners and donors on health related activities.<\/li>\n
  • Collaborate regularly with other sectors, especially the water and sanitation team, to monitor situation in the targeted communities, prepare for and respond to disease outbreaks.<\/li>\n
  • Liaise regularly with the Area Coordinators, and the HQ Health Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs.<\/li>\n
  • Oversee implementation of grants and reporting systems and management of budgets, including budget forecasting, development of spending and work plans.<\/li>\n<\/ul>\n

    QUALIFICATIONS<\/span><\/strong><\/h2>\n
      \n
    • Professional health degree required, MD, RN, or MPH preferred Minimum of 5 years overseas experience, preferably in complex emergency settings implementing and managing health programs in emergency or refugee settings.<\/li>\n
    • Demonstrated technical expertise in several of the following areas: PHC, Comprehensive Reproductive Health including HIV\/AIDS and GBV prevention and response, EmOC, and Family Planning. Clinical skills preferred in one of the above mentioned areas.<\/li>\n
    • Capacity Building and BCC experience preferred<\/li>\n
    • Demonstrated experience in monitoring and evaluation.<\/li>\n
    • Relevant experience with governmental and private donors within the Health sector<\/li>\n
    • Knowledge of and experience in working with and coordinating with international and national partner organizations.<\/li>\n
    • Ability to live and productively work in insecure, unstable and\/or harsh environments.<\/li>\n
    • Excellent proposal writing, program management, project planning, budget management, organizational, interpersonal, and communication skills.<\/li>\n
    • Must be able to work independently while being a strong team player with proven management and leadership skills<\/li>\n
    • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.<\/li>\n
