The Federally Administered Tribal Area (FATA) Livelihood Development
\nProgram (LDP) is a $150 million initiative by the US Agency for
\nInternational Development (USAID) in close coordination and cooperation
\nwith the Government of Pakistan. LDP will improve the lives of the
\npeople who live in the FATA Agencies Bajaur, Mohmand, Khyber, and the
\nFrontier Region Peshawar with support in the NWFP District Peshawar as
\nit relates to development in FATA. Assistance is being provided through
\na broad range of activities, including employment generation, skills
\ntraining for employment, agricultural and agribusiness development,
\ncommunity infrastructure improvement, small and medium sized enterprise
\ndevelopment.<\/p>\n
The project is housed in Peshawar, Pakistan and implemented by a staff
\nof approximately 75 host country nationals under the direction of a
\nChief of Party. AED is working closely with four international partners
\nand a number of local organizations implementing activities in the FATA
\nregion. AED is responsible for overall program management, team
\ncoordination and for technical inputs into all program components. AED
\ncurrently seeks a Project Director overseeing and coordinating home
\noffice support for LDP, including backstopping field activities and the
\nfield office, providing financial oversight, managing contracting and
\nprocurement activities, ensuring the timely submission of program
\ndeliverables, managing US based communications, supervising US based
\nstaff, and coordinating program management and implementation with
\nUS-based international partners.<\/p>\n
QUALIFICATIONS: Well qualified candidates will have: Master’s in one of
\nthe following or related fields: International Development and
\nInternational Economics required or equivalent combination of education
\nand work experience; 11 year(s) of relevant experience required. Strong
\nexperience managing USAID or USG contracts or cooperative agreements for
\nlarge international donor activities with specific emphasis on market
\ndriven local economic development, livelihoods development, market
\nand\/or enterprise development, skills development and youth employment,
\nor related areas. Experience providing effective management for large
\noverseas projects involving multiple partners and activities as well as
\nlarge host country national staff.<\/p>\n
Demonstrated success at building and maintaining strong, positive
\nrelationships with a variety of clients in relation to highly visible
\nand potentially politically important activities. Demonstrated success
\nproviding effective oversight for large scale project financial
\nadministration, contract compliance, and meeting deliverable
\nrequirements. Demonstrated sound judgment relating to the implementation
\nof security procedures and guidance. Experience implementing activities
\nin volatile conflict or post-conflict contexts and experience
\nimplementing activities in south Asia, preferably Pakistan or
\nAfghanistan, highly desirable. Supervise approximately six individuals
\nin the home office and indirect supervision and support for a field
\noffice. May require approximately 20% of time on international travel.
