Pact seeks a Program Officer in Washington, DC. The Program Officer
\nprovides program managerial and technical support to programs in Pact’s
\nfield offices in Africa, Asia and Latin America. In the short-term,
\nthis person would actively support our cyclone relief efforts in Myanmar
\nand WORTH, our women’s microsavings initiative. Over time, this
\nperson’s portfolio would evolve to focus primarily on the Livelihoods
\nand Natural Resource Management sectors. Responsibilities include
\ncoordination, support, monitoring and facilitating program
\nimplementation in the field, contributing to development of programs and
\nbudgets, providing technical resources for country-level staff,
\ntrouble-shooting country office issues, and supporting field personnel.
\nAdditional responsibilities include assisting the new business
\ndevelopment team and programs division on proposal development and Pact
\nrepresentation in the international development community as well as
\nparticipation and contribution to technical communities of practice and
\nknowledge and learning efforts around the area of technical expertise.<\/p>\n

Specific Duties and Responsibilities: Program back-stopping: Participate
\nin or support country offices and the regional office during project
\nstart-up phase, by helping to develop PMPs and Work Plans, share tools
\nand materials from other similar projects within and outside of Pact,
\norient and train new program staff, help field to implement initial
\nproject activities. Provide, recommend or arrange technical assistance
\nupon request, drawing upon Pact’s global resource base as well as
\nexternal consultants. Ensure the technical quality of project reports.
\nOversee that all programmatic results promised to the donor are
\ndelivered at required standards and within timeframe promised.
\nCoordinate with other Pact HQ departments to ensure that field requests
\nare processed in a timely fashion. Coordinate and follow up on Lead
\nCountry Management Team meetings and decisions.<\/p>\n
Technical area: The Program Officer will provide technical guidance for
\none or more technical areas. Depending on the technical area,
\nresponsibilities might include: Managing an IQC in that technical area.
\nParticipating in the development of Pact’s relevant technical areas and
\ncore competencies. Representing Pact at donor or NGO meetings on the
\nrelevant technical areas. Providing written input into proposals and
\nreports on the technical area. Participate and contribute to Pact’s
\nrelevant technical communities of practice and knowledge and learning
\nefforts.<\/p>\n
Knowledge management: For assigned geographic and technical areas: Place
\nkey documents on the intranet, including case studies, methodologies,
\npolicies, forms, etc. Ensure that the most updated accurate information
\nregarding programs or initiatives is shared via the designated
\nmechanisms, including any databases, CMT reports, newsletters and the
\nwebpage. Maintain the e-filing system of shared network drives, saving
\nall relevant information to the designated location. Facilitate and\/or
\nparticipate in learning communities and task forces. Document
\nmethodologies and results that can inform the wider Pact community;
\nshare and promote these resources through a variety of means (including
\nemail, brown bags, the intranet, etc.). Monitor and share information
\nfrom outside sources of news and information relevant to the areas of
\nresponsibility, including political and security information. Respond
\nto information requests from the field in a timely manner. Supervise:
\nmore junior Program Officer(s) as assigned. Any related assignments:
\nThe Program Officer will be responsible for any related activities or
\ntasks, as assigned.<\/p>\n
Education and Experience REQUIREMENTS: Master’s degree or equivalent
\nexperience with emphasis on natural resources and livelihoods. 2 -3
\nyears of development experience with some field experience. Fluency in
\na language (French, Spanish, Russian) other than English is an
\nadvantage. Qualifications: Proven knowledge of project management cycle
\nand communication skills. Good knowledge of USAID rules and
\nregulations. Knowledge and understanding of USAID or other major
\ndonor’s policies, procedures or regulations for program implementation.
\nAbility to establish and sustain interpersonal and professional
\nrelationships with Pact staff in overseas offices, in donor
\norganizations and in peer organizations. Demonstrated writing and
\nanalytical skills. Strong computer skills. Ability to travel at short
\nnotice. Ability to perform and prioritize multiple tasks. Proficiency
\nin word processing, spreadsheets and database skills.<\/p>\n
