The Peace Program<br \/>\nCoordinator (PPC) is expected to provide direct management support to<br \/>\npeace building project staff (this is currently two projects) operating<br \/>\nout of the Gambella office. S\/he is responsible for ensuring that<br \/>\nprojects are implemented as per agreements and that technical quality is<br \/>\nof the highest standards. More specifically, s\/he is responsible for the<br \/>\ndevelopment of corresponding annual implementation plans and budgets,<br \/>\nallocation of appropriate resources to accomplish the plan, securing<br \/>\nqualified staff and ensuring that an appropriate monitoring system is in<br \/>\nplace to track progress and deviations of project implementation.<\/p>\n<p>The post holder will ensure effective coordination between peace<br \/>\nprojects and across the wider Gambella programme. Additionally, s\/he<br \/>\nwill ensure that peace project activities are in line with Pact&#8217;s<br \/>\nstrategic direction and approaches and that they are contributing to the<br \/>\ndemocracy, governance and peace building platform and the wider country<br \/>\nstrategic plan. In collaboration with the Office Manager s\/he<br \/>\nestablishes and maintains effective working relationships with<br \/>\ngovernment offices at Regional, Zonal and Woreda levels, other local<br \/>\npublic and private bodies, individuals and CDOs.<\/p>\n<p>Job Responsibility # 1: Planning, Coordinating and Implementation: In<br \/>\nCollaboration with the Sub-Office Coordinator plans, organizes and<br \/>\ncoordinates the overall operational activities of the Peace building<br \/>\nProgram. Ensures that Peace Building activities are implemented in<br \/>\naccordance to the procedures, principles and operational guidelines as<br \/>\nadopted in the general Agreement Pact Ethiopia entered with partners.<br \/>\nLeads regular scheduled meetings with project teams, participates in<br \/>\nwider coordination meetings and ensures dissemination of minutes to<br \/>\nappropriate departments and or staff in Gambella and AA. Supports<br \/>\nOffice Manager in regular sharing of security information and<br \/>\nintegration into planning. Continuously evaluates the appropriateness<br \/>\nof the Peace Building activities and suggests changes and improvements<br \/>\nas required to the Office Manager. Participates in the formulation of<br \/>\nstrategic and policy decisions related to the design, development,<br \/>\nimplementation and evaluation of all Peace Building Programs.<br \/>\nCommunicates directly with technical staff in South Sudan and<br \/>\ncoordinates cross border activities and visits in coordination with the<br \/>\nOffice Manager and Democracy, governance and peace building director.<\/p>\n<p>Job Responsibility # 2: Budgeting and Financial Control Project<br \/>\nManagement: Implements the budgetary guidelines and financial routines<br \/>\nand other compliances for the project under his\/her responsibility as<br \/>\nadopted in the general agreement PACT entered with partners. In<br \/>\nCollaboration with the Sub-Office Coordinator manages project funds,<br \/>\ndevelops and implements financial controls and monitors all project<br \/>\nrelated financial transactions and expenditures to assure that the Peace<br \/>\nBuilding activities are implemented within the approved budget. Ensures<br \/>\nthat the Peace Building projects receive the necessary professional,<br \/>\nadministrative, financial and other supports for successful<br \/>\nimplementation of activities according to approved plans and schedules.<br \/>\nFor the peace building projects, submits budgets and financial documents<br \/>\nin accordance to the schedules, formats, annual dates and deadlines as<br \/>\nadopted in the general Agreement Pact Ethiopia entered with partners.<br \/>\nContinuously evaluates the cost efficiency of the Peace Building program<br \/>\nand suggests changes and\/or improvements as required. Ensures<br \/>\nmonitoring and evaluation system is in place that fulfills demands of<br \/>\nspecific projects and wider peace programme.<\/p>\n<p>Responsibility # 3: Staff Management: Provides regular support and<br \/>\nsupervision to staff under direct line management. This includes the<br \/>\nformulation of individual work plans (with agreed indicators of<br \/>\nachievement) based on project work plans and\/or job descriptions. It<br \/>\nalso includes regularly scheduled supervision and performance management<br \/>\nmeetings. Builds the technical capacity of the Community Development<br \/>\nOfficers and delegates tasks for the efficient performance of<br \/>\nactivities. As a key member of the Gambella management committee<br \/>\nparticipates in the management of sensitive staff issues as and when<br \/>\ndeemed necessary.<\/p>\n<p>Job Responsibility # 4: Networking, Representation and Report Writing:<br \/>\nIn Collaboration with the Sub-Office Coordinator, establishes and<br \/>\nmaintain formal and informal communication mechanisms with government<br \/>\nrepresentatives, community partners and other stakeholders at Regional,<br \/>\nZonal and Woreda level. Maintains a flow of Peace building project<br \/>\nrelated information to Sub-Office Coordinator. Oversees developments<br \/>\nacross the peace programme in Gambella, including best practice examples<br \/>\nand ensure documentation of experience and lessons learned. Keep<br \/>\nabreast of learning across the wider peace platform in Ethiopia, Sudan<br \/>\nand the wider Region Deliver formal presentations to the counterparts<br \/>\nabout program progress, challenges, lessons learned and needed<br \/>\nadjustments in collaboration with the Office Manager. Support the<br \/>\nSub-Office Coordinator in hosting representatives and visitors to<br \/>\nGambella from government offices, other public or private bodies as well<br \/>\nas visitors sent through PACT Ethiopia Project Office. Communication<br \/>\nwith USAID&#8217;s CTO for peace building activities in coordination with the<br \/>\nOffice Manager and Democracy, Governance and Peace building Manager.<br \/>\nRepresent PACT Ethiopia at internal and external meetings as deemed<br \/>\nnecessary.<\/p>\n<p>Job Responsibility # 5: Other Functions: Performs any other related<br \/>\nduties that may be assigned by the immediate supervisor.<\/p>\n<p>QUALIFICATIONS: First Degree or Master&#8217;s in Social Sciences or in<br \/>\nrelated fields. Minimum of five years of relevant experience. Proven<br \/>\nexperience in project management. Experience in community facilitation,<br \/>\nconflict resolution, and peace building. Ability to develop and<br \/>\nmaintain strong relationships beneficiaries and partners. Ability to<br \/>\nsupervise personnel and build and maintain a strong team. Strong<br \/>\nanalytical and writing skills. Fluency in written and spoken English.<br \/>\nExcellent communication and interpersonal skills. Ability to perform<br \/>\nand prioritize multiple tasks. Proficiency in word processing and<br \/>\nspreadsheet. Integrity, diversity, excellence, building partnership,<br \/>\ncoaching, contributing to team success, leading through vision and<br \/>\nvalues; negotiating, proactive problem solving, managing performance for<br \/>\nsuccess, facilitating change.<\/p>\n<p>The incumbent is expected to establish and maintain open and cordial<br \/>\nrelationship with NGOs, CSOs, GOs and other stakeholders in order to<br \/>\nobtain the required support and collaboration for the smooth<br \/>\ncoordination and implementation of the Field Office activities.
