Peace Program Coordinator
\nGambella<\/p>\n
Pact seeks a Peace Program Coordinator in Gambella. The Peace Program
\nCoordinator (PPC) is expected to provide direct management support to
\npeace building project staff (this is currently two projects) operating
\nout of the Gambella office. S\/he is responsible for ensuring that
\nprojects are implemented as per agreements and that technical quality is
\nof the highest standards. More specifically, s\/he is responsible for the
\ndevelopment of corresponding annual implementation plans and budgets,
\nallocation of appropriate resources to accomplish the plan, securing
\nqualified staff and ensuring that an appropriate monitoring system is in
\nplace to track progress and deviations of project implementation.<\/p>\n
The post holder will ensure effective coordination between peace
\nprojects and across the wider Gambella programme. Additionally, s\/he
\nwill ensure that peace project activities are in line with Pact’s
\nstrategic direction and approaches and that they are contributing to the
\ndemocracy, governance and peace building platform and the wider country
\nstrategic plan. In collaboration with the Office Manager s\/he
\nestablishes and maintains effective working relationships with
\ngovernment offices at Regional, Zonal and Woreda levels, other local
\npublic and private bodies, individuals and CDOs.<\/p>\n
Job Responsibility # 1: Planning, Coordinating and Implementation: In
\nCollaboration with the Sub-Office Coordinator plans, organizes and
\ncoordinates the overall operational activities of the Peace building
\nProgram. Ensures that Peace Building activities are implemented in
\naccordance to the procedures, principles and operational guidelines as
\nadopted in the general Agreement Pact Ethiopia entered with partners.
\nLeads regular scheduled meetings with project teams, participates in
\nwider coordination meetings and ensures dissemination of minutes to
\nappropriate departments and or staff in Gambella and AA. Supports
\nOffice Manager in regular sharing of security information and
\nintegration into planning. Continuously evaluates the appropriateness
\nof the Peace Building activities and suggests changes and improvements
\nas required to the Office Manager. Participates in the formulation of
\nstrategic and policy decisions related to the design, development,
\nimplementation and evaluation of all Peace Building Programs.
\nCommunicates directly with technical staff in South Sudan and
\ncoordinates cross border activities and visits in coordination with the
\nOffice Manager and Democracy, governance and peace building director.<\/p>\n
Job Responsibility # 2: Budgeting and Financial Control Project
\nManagement: Implements the budgetary guidelines and financial routines
\nand other compliances for the project under his\/her responsibility as
\nadopted in the general agreement PACT entered with partners. In
\nCollaboration with the Sub-Office Coordinator manages project funds,
\ndevelops and implements financial controls and monitors all project
\nrelated financial transactions and expenditures to assure that the Peace
\nBuilding activities are implemented within the approved budget. Ensures
\nthat the Peace Building projects receive the necessary professional,
\nadministrative, financial and other supports for successful
\nimplementation of activities according to approved plans and schedules.
\nFor the peace building projects, submits budgets and financial documents
\nin accordance to the schedules, formats, annual dates and deadlines as
\nadopted in the general Agreement Pact Ethiopia entered with partners.
\nContinuously evaluates the cost efficiency of the Peace Building program
\nand suggests changes and\/or improvements as required. Ensures
\nmonitoring and evaluation system is in place that fulfills demands of
\nspecific projects and wider peace programme.<\/p>\n
Responsibility # 3: Staff Management: Provides regular support and
\nsupervision to staff under direct line management. This includes the
\nformulation of individual work plans (with agreed indicators of
\nachievement) based on project work plans and\/or job descriptions. It
\nalso includes regularly scheduled supervision and performance management
\nmeetings. Builds the technical capacity of the Community Development
\nOfficers and delegates tasks for the efficient performance of
\nactivities. As a key member of the Gambella management committee
\nparticipates in the management of sensitive staff issues as and when
\ndeemed necessary.<\/p>\n
Job Responsibility # 4: Networking, Representation and Report Writing:
\nIn Collaboration with the Sub-Office Coordinator, establishes and
\nmaintain formal and informal communication mechanisms with government
\nrepresentatives, community partners and other stakeholders at Regional,
\nZonal and Woreda level. Maintains a flow of Peace building project
\nrelated information to Sub-Office Coordinator. Oversees developments
\nacross the peace programme in Gambella, including best practice examples
\nand ensure documentation of experience and lessons learned. Keep
\nabreast of learning across the wider peace platform in Ethiopia, Sudan
\nand the wider Region Deliver formal presentations to the counterparts
\nabout program progress, challenges, lessons learned and needed
\nadjustments in collaboration with the Office Manager. Support the
\nSub-Office Coordinator in hosting representatives and visitors to
\nGambella from government offices, other public or private bodies as well
\nas visitors sent through PACT Ethiopia Project Office. Communication
\nwith USAID’s CTO for peace building activities in coordination with the
\nOffice Manager and Democracy, Governance and Peace building Manager.
\nRepresent PACT Ethiopia at internal and external meetings as deemed
\nnecessary.<\/p>\n
Job Responsibility # 5: Other Functions: Performs any other related
\nduties that may be assigned by the immediate supervisor.<\/p>\n
QUALIFICATIONS: First Degree or Master’s in Social Sciences or in
\nrelated fields. Minimum of five years of relevant experience. Proven
\nexperience in project management. Experience in community facilitation,
\nconflict resolution, and peace building. Ability to develop and
\nmaintain strong relationships beneficiaries and partners. Ability to
\nsupervise personnel and build and maintain a strong team. Strong
\nanalytical and writing skills. Fluency in written and spoken English.
\nExcellent communication and interpersonal skills. Ability to perform
\nand prioritize multiple tasks. Proficiency in word processing and
\nspreadsheet. Integrity, diversity, excellence, building partnership,
\ncoaching, contributing to team success, leading through vision and
\nvalues; negotiating, proactive problem solving, managing performance for
\nsuccess, facilitating change.<\/p>\n
The incumbent is expected to establish and maintain open and cordial
\nrelationship with NGOs, CSOs, GOs and other stakeholders in order to
\nobtain the required support and collaboration for the smooth
\ncoordination and implementation of the Field Office activities. This
\nposition is located in Field Office.<\/p>\n
