The Administration is responsible for planning, promoting and coordinating a state based system of comprehensive health services for mothers and children of all ages, including children with special health care needs, in both the public and private sector.\u00a0 The incumbent supervises and coordinates the activities of the DAPED that includes oversight of all surveillance and monitoring systems within the Administration; provide technical advice to the CHA Senior Deputy Director and the OGMPE Chief in the application of principles and concepts of data collection and processing techniques; develop and implement methods for quality assurance; conduct program evaluations in accordance with established research methods and valid data collection techniques to assess the performance and effectiveness of the Departments grant programs and negotiated contracts; assist Administration grant monitors in their on-going evaluation of grant performance; evaluate the effectiveness, accessibility, and quality of personal health and population-based MCH services; assist in the development of grant applications, submission of annual reports and responses to audit requests; participate in the development of procedure and research manuals for the Administration.<\/p>\n<p>Qualifications<br \/>\nSpecialized Experience:\u00a0\u00a0 Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the
