Project management duties includes technical leadership as well as effective and efficient oversight and monitoring to ensure that project and program performance, objectives and results are achieved in accordance to work plans and formal agreements. The project management responsibility requires regular contact with implementing partners (both contractors and grantees), Angolan government institutions and officials, civil society organizations, private and corporate sector partners and donors. The incumbent will participate as a senior member of the USAID health team in USAID\/Angola&#8217;s General Development Office (GDO), under the supervision of the Health Team Leader.<\/p>\n<p>The HIV\/AIDS Program Advisor will also serve as the PEPFAR Coordinator for Angola.\u00a0 As such, s\/he will be the first point of contact for the Office of the Global AIDS Coordination in Washington, DC (OGAC) concerning PEPFAR activities in Angola. In this position, the incumbent is required to work closely with other USG agencies, such as \u00a0the Centers for Disease Control (CDC) and U.S. Department of Defense (DOD), that are implementing Angola&#8217;s PEPFAR program, as well as the Angolan Government, donors, multi-lateral organizations, and international and local non-government organizations.<\/p>\n<p><strong>A copy of the complete position description listing all duties and responsibilities is available in the Human Resources Office.\u00a0 Contact 222641251<\/strong><\/p>\n<p><strong> <\/strong><\/p>\n<p><strong>QUALIFICATIONS REQUIRED \/ EVALUATION CRITERIA <\/strong><\/p>\n<p><strong>NOTE:\u00a0 All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.<\/strong><\/p>\n<p>1.\u00a0\u00a0 REQUIRED EDUCATION:\u00a0 Masters degree in Public Health or relevant field in community development, anthropology, international development, or social science with a specialization in health. (15% of evaluation criteria)<\/p>\n<p>2.\u00a0 REQUIRED WORK EXPERIENCE: At least 5 years development-related work experience managing health projects focused on HIV\/AIDS in Angola or other parts of Africa.\u00a0 (20% of evaluation criteria)<\/p>\n<p>3.\u00a0 REQUIRED LANGUAGES: Level IV (fluent) English and Portuguese is required. (15% of evaluation criteria)<\/p>\n<p>4. REQUIRED TECHNICAL KNOWLEDGE: Knowledge about the HIV\/AIDS epidemic and key stakeholders (donors, non-governmental organizations, and Angolan Government) working to address the epidemic in Angola and a strong understanding of the U.S. Government&#8217;s Presidential Emergency Plan for AIDS Relief (PEPFAR). (25% of evaluation criteria)<\/p>\n<p>5. OTHER REQUIRED SKILLS\/ABILITIES: Project Management (regular monitoring of expenditures, budgetary requirements, and annual program workplans totalling approximately $5 million). Ability to coordinate multiple stakeholders. Strong teamwork skills and ability to set priorities as a self-starter. Proficient computer skills in MS Word, Excel, Powerpoint, Outlook, database packages, and GIS software. Ability to travel regularly to the provinces to monitor USAID projects.
