T\/TA Manager<\/strong><\/p>\n\n\n\n\n\n\n\n\n\n\n
Position Summary:<\/strong><\/td>\nThe person in this position has overall responsibility for the project. The Director provides fiscal and programmatic oversight of the project and serves as the primary contact person for communication with the Regional Office, federal agencies and national organizations. The Director oversees and maintains the quality of all T\/TA work provided for the region, ensuring complete and timely delivery of technical assistance to Head Start\/Early Head Start grantees at the local level. In addition, the person will coordinate with the Regional Office Staff for clarity on project direction, and work with them to promote Head Start activities for improving the quality of life for children and families. The Director also will work within AED to make the project known and will interface with Central Services and project staff to ensure the efficient operation of the project.<\/td>\n<\/td>\n<\/tr>\n

Essential Job Functions:<\/strong><\/td>\n\n

Primary responsibilities include, but are not limited to the following:<\/p>\n

Project Management and Oversight:<\/p>\n

    \n
  • Ensure that Regional Office requests for T\/TA and for information regarding grantees training needs and activities receive timely, appropriate, and cost-effective tracking and follow-through<\/li>\n<\/ul>\n
      \n
    • Respond to the needs of grantees for flexible technical assistance and assist with the special needs of new grantees<\/li>\n<\/ul>\n
        \n
      • Identify a wide range of technical assistance resources and materials, with emphasis on appropriate materials for native communities.<\/li>\n<\/ul>\n
          \n
        • Assist in developing and implementing the management information systems required to track reports, expenditures, and performance<\/li>\n<\/ul>\n
            \n
          • Supervise detailed analyses of grantee technical assistance reports<\/li>\n<\/ul>\n
              \n
            • Account for the utilization of resources<\/li>\n<\/ul>\n
                \n
              • Evaluate T\/TA outcomes<\/li>\n<\/ul>\n
                  \n
                • Foster collaboration with grantees and relevant federal, state and local entities<\/li>\n<\/ul>\n
                    \n
                  • Review statutes, legislation, regulations and directives relevant to Head Start\/Early Head Start technical assistance<\/li>\n<\/ul>\n
                      \n
                    • Maintain regular contact with the Regional Office<\/li>\n<\/ul>\n
                        \n
                      • Map out strategies with Regional Staff to respond to new administrative directives and initiatives<\/li>\n<\/ul>\n
                          \n
                        • Develop recommendations to improve program quality<\/li>\n<\/ul>\n
                            \n
                          • Attend all National Training and Technical Assistance (T\/TA) networking meetings plus any others requested by the Regional Office<\/li>\n<\/ul>\n
                              \n
                            • Prepare and submit work plans for each succeeding year of the project, making necessary revisions per Regional Office recommendations<\/li>\n<\/ul>\n
                                \n
                              • Prepare and submit all reports in required government format per contract deliverable schedule<\/li>\n<\/ul>\n

                                Personnel Supervision:<\/p>\n

                                  \n
                                • Assist in hiring Training and Technical Assistance (T\/TA) Support system staff, providing orientation to AED, to the project, and to work plan deliverables<\/li>\n<\/ul>\n
                                    \n
                                  • Supervise technical assistance coordinator and content specialists<\/li>\n<\/ul>\n
                                      \n
                                    • Serve as a technical resource and support person for staff<\/li>\n<\/ul>\n
                                        \n
                                      • Evaluate staff in the performance of their job responsibilities<\/li>\n<\/ul>\n

                                        Financial Management:<\/p>\n

                                          \n
                                        • Prepare and manage budgets, authorize and monitor expenditures to ensure that costs incurred reflect approved direct cost items<\/li>\n<\/ul>\n
                                            \n
                                          • Meet bi-weekly with AED Contracts and\/or Fiscal Manager to monitor expenditures and ensure that the project is meeting all contractual obligations<\/li>\n<\/ul>\n
                                              \n
                                            • Review all cost sheets and budgets<\/li>\n<\/ul>\n
                                                \n
                                              • Work with the project financial staff and AED Group Business Manager to ensure the project is operating in a financially responsible way<\/li>\n<\/ul>\n<\/td>\n
<\/td>\n<\/tr>\n
Education: <\/strong><\/td>\n\n

Masters in one of the following or related fields: Family Studies, Human Development, Social Work and Other Job-related Field required.<\/td>\n

Experience:<\/strong><\/td>\n\n

10 year(s) of relevant experience required<\/p>\n

Specific Knowledge Requirements:<\/span><\/p>\n

    \n
  • Extensive experience in directing Head Start\/Early Head Start technical assistance services.<\/li>\n<\/ul>\n
      \n
    • A thorough knowledge of federal, state and local partnerships in early care and education.<\/li>\n<\/ul>\n
        \n
      • A thorough knowledge of federal and tribal regulations as relates to early care and education and specifically, Head Start and Early Head Start.<\/li>\n<\/ul>\n
          \n
        • Experience in monitoring and evaluation of Head Start\/Early Head Start programs.<\/li>\n<\/ul>\n
            \n
          • Extensive experience in supervising and managing staff remotely.<\/li>\n<\/ul>\n
              \n
            • Previous supervisory experience with people who have a wide range of expertise and experience.<\/li>\n<\/ul>\n
