The position will report to the Deputy Director of the New Orleans Health Department.<\/p>\n<p><span style=\"text-decoration:underline;\">About Healthy Start New Orleans<\/span>: The mission of Healthy Start New Orleans (HSNO) is to promote healthy communities by nurturing healthy pregnancies, healthy babies, and healthy families. HSNO offers outreach, health education, teen, male, and grandparent programs, and case management services to help families who are pregnant or have a child under two years old get off to a good start and have a healthy start in life.<\/p>\n<p>HSNO recently received a $10 million, five year grant from the Health Resources and Services Administration (HRSA). With this grant award, HSNO will pioneer a cross-sector, zonal approach to improve quality of life for families. The project will focus its activities on the four neighborhood \u201czones\u201d with the highest rates of low birth weight: Hollygrove, Behrman, and the Little Woods and Plum Orchard sections of New Orleans East. HSNO will develop neighborhood-based, wrap-around service hubs to comprehensively address family health from preconception through infancy. Ultimately, the project aims to help transform neighborhoods and improve birth outcomes by working with partners from health, education, economic, and community sectors to drive true community change.<\/p>\n<p><span style=\"text-decoration:underline;\">Job Requirements<\/span>: Masters in social work, nursing or public health with 2 years large grant management, and 5 years management experience required. Background in Maternal Child Health case management preferred. Experience in personnel management and oversight required.<\/p>\n<p><!--more--><\/p>\n<ul>\n<li>\u00a0Provide agency leadership to collectively create the vision and plans continuing to serve the diverse communities suffering from increased infant mortality rates.<\/li>\n<li>\u00a0Responsible for financial stability, including the following a federally approved budget, compliance with the funding source requirements and reporting to auditors.<\/li>\n<li>Have overall responsibility for program development, staffing and adhering to federally approved plans.<\/li>\n<li>\u00a0Become a role model for staff, with a strong value on team building, self-esteem building, and motivating staff.<\/li>\n<li>Oversee operations, programs, public relations, coalition work, marketing and human resources.<\/li>\n<li>Strong grant writing and grants management skills.<\/li>\n<li>Ensure the success of Public Sector and Private Fundraising (grants, foundations, donors).<\/li>\n<li>Represent the agency in community decision-making settings.<\/li>\n<li>Raise community awareness and educate about available services, the status of relevant legislation and the information regarding infant mortality rates and maternal child health issues through Newsletters, pamphlets, public speaking and other means.<\/li>\n<li>Acts as a member of leadership team in representing the Health Department in the community, participating in the development of administrative policies and procedures, and making recommendations regarding the future of the organization.<\/li>\n<\/ul>\n<p><span style=\"text-decoration:underline;\">Essential Knowledge and Skills:<\/span><\/p>\n<p>Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. Examples of skills that are needed to perform this job include:<\/p>\n<ul>\n<li>Ability to record, organize, analyze and present data with accuracy, thoroughness and attention to detail.<\/li>\n<li>Ability to analyze complex information and develop; strategies, plans, procedures to address policies of the department.<\/li>\n<li>Ability to communicate complex information clearly and concisely, both orally and in writing.<\/li>\n<li>Ability to interpret Federal &amp; State regulations, procedures, and policies into all aspects of the work.<\/li>\n<li>Proficiency in pc operations and the use of online data resources, databases and reporting tools.<\/li>\n<li>Self-motivated and disciplined.<\/li>\n<li>Ability to work effectively in groups and collaborative environment.<\/li>\n<\/ul>\n<p><span style=\"text-decoration:underline;\">Other<\/span><\/p>\n<ul>\n<li>\u00a0Will be expected to respond to public health emergencies.<\/li>\n<li>Will require non-traditional working hours on occasion.<\/li>\n<\/ul>\n<p><span style=\"text-decoration:underline;\">General Statement of Duties<\/span><\/p>\n<p>The Program Director of for Healthy Start New Orleans (HSNO) provides administrative direction, guides the operations of the HSNO program requirements through subordinate managers and supervisors. The position has oversight of smaller associated grant programs including the Best Babies Zone and Stand for our Children. Duties include but are not limited to: ensures program consistency with the department&#8217;s mission and vision, and adherence to grant and contract requirements; interprets department policies and provides direction to subordinate managers; coordinates the integration of programs that involve multiple programs or units; oversees program budgets and expenditures; represents Healthy Start New Orleans and Public Health Services in external community coalition meetings; may act as liaison to community organizations and to other City departments on issues pertaining to Healthy Start.
